In 2021, the Care Quality Commission (CQC) set out its 5-year strategy across four key themes that together set out what the CQC’s ambition is to improve care.
The four themes are:
- People and communities: building care around the person, with services driven by people’s needs rather than how providers want to deliver services.
- Smarter regulation: smarter use of data, dynamic and flexible.
- Safety through learning: stronger safety and learning cultures across services with a focus on learning.
- Accelerating improvement: driving improvement across services and systems of care.
In the strategy document, the importance of having the right culture is recognised as being crucial to safety.
In a strong safety culture, staff can report issues, risks and concerns openly, without the fear of being blame with incidents seen as a learning and improvement opportunities. The CQC as part of their assessment of safety will look at culture to ascertain if learning and improvement is at the core of the care and support service.
